WHEREAS, the County of Cumberland Purchasing Department properly advertised seeking “fair and open” proposals to furnish and deliver professional services for providing property appraisal services for the County of Cumberland in accordance with N.J.S.A. 19:44A-20.4 et seq.; and

WHEREAS, sealed proposals were received and read for furnishing and delivering professional services for providing the aforesaid services in accordance with N.J.S.A. 19:44A-20.4 et seq. as follows:

; and

WHEREAS, the aforementioned are qualified to provide the services of the type and nature to carry out the aforesaid services; and

WHEREAS, the maximum contract award amount is $100,000.00; and

WHEREAS, no amount will be encumbered until such time as good or services are ordered; and

WHEREAS, the Purchasing Agent and/or CFO/Treasurer upon approving the release of a purchase order shall ascertain that there are available sufficient uncommitted appropriations to provide payment; and

WHEREAS,  the purchase order will encumber appropriate account numbers as determined by the CFO/Treasurer at the time the purchase order is created in an amount(s) not to exceed the maximum contract award of $100,000.00; and

WHEREAS, the Local Public Contracts Law (N.J.S.A. 40:11-1 et seq.) requires that the resolution authorize the award of contract for “Professional Services” without competitive bids and the contract itself must be available for public inspection.


1.              That the Director and Clerk of this Board are hereby authorized and directed to enter into open-ended professional services contracts with the following to perform the aforesaid services and to be compensated in accordance with the fee schedule set forth in said contracts for the contract period January 1, 2018 through December 31, 2018  pursuant to the contracts on file with the Clerk of the Board and approved as to form and content by County Counsel and shall be contingent upon execution and return of the contract documents by the intended awardee:

2.     That said firms may be contacted to provide price quotes on an as-needed basis.

3.     That the proper account numbers will be charged and funds encumbered prior to services being provided

4.              That the engagement of the aforesaid firms is exempt from public bidding as a professional service under N.J.S.A. 40A:11-5.1 (a) (i)

5.              Notice of the Resolution shall be published in the designated official newspapers as required by law within ten (10) days of passage.

Passed and adopted at a regular meeting of  the Board of Chosen Freeholders held at the Cumberland County Administration Building, 164 West Broad Street, Bridgeton, New Jersey on Tuesday, November 28, 2017 at 6:00 p.m. prevailing time.
