WHEREAS, the County of Cumberland Purchasing Department properly advertised seeking “fair and open” proposals to provide general environmental consulting services to Cumberland County in accordance with N.J.S.A. 19:44A-20.4 et seq.; and

WHEREAS, the County of Cumberland Purchasing Department did advertise for said services in the Bridgeton News and the Daily Journal; and

WHEREAS, sealed proposals were received and read to qualify vendors to provide as-needed price quotations for providing the aforesaid services in accordance with N.J.S.A. 19:44A-20.4 et seq.; and

WHEREAS, the contractors listed on Schedule A attached hereto submitted proposals to perform the aforesaid services; and

WHEREAS, the contractors listed on Schedule A have been qualified to provide the services of the type and nature to carry out the aforesaid services; and

WHEREAS, the maximum contract award amount is $10,000.00; and

WHEREAS, no amount will be encumbered until such time as good or services are ordered; and

WHEREAS, the Purchasing Agent and/or CFO/Treasurer shall ascertain that there are available sufficient uncommitted appropriations to provide payment; and

WHEREAS,  the purchase order will encumber appropriate account numbers as determined by the CFO/Treasurer at the time the purchase order is created in an amount(s) not to exceed the maximum contract renewal of $10,000.00; and

WHEREAS, the Local Public Contracts Law (N.J.S.A. 40:11-1 et seq.) requires that the resolution authorize the award of contract.

NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF CHOSEN FREEHOLDERS  OF THE COUNTY OF CUMBERLAND, as follows:

1.              That the Director and Clerk of this Board are hereby authorized and directed to enter into open-ended professional services contracts with the contractors listed on Schedule A attached hereto as qualified vendors to provide as-needed price quotations for providing general environmental consulting services solicited on an as-needed basis to be kept on file in the Purchasing Office and approved as to form and content by County Counsel for the contract period December 1, 2017 through November 30, 2018 and the contract awards shall be contingent upon execution and return of the contract documents by the intended awardee.

2.              That the engagement of the contractors listed on Schedule A attached hereto is exempt from public bidding as a professional service under N.J.S.A. 40A:11-1 et seq.

Passed and adopted at a regular meeting of the Board of Chosen Freeholders held at the Cumberland County Administration Building, 164 West Broad Street in Bridgeton, New Jersey on Tuesday, November 28, 2017 at 6:00 p.m., prevailing time.
