WHEREAS, the County of Cumberland Purchasing Department properly advertised seeking “fair and open” proposals to furnish and deliver professional services for providing various radiological services at the Cumberland County Department of Corrections in accordance with N.J.S.A. 19:44A-20.4 et seq.; and

WHEREAS, sealed proposals were received and read for furnishing and delivering professional services for providing the aforementioned services in accordance with N.J.S.A. 19:44A-20.4 et seq. as follows:

Patient Care Associates, Inc.; Mamaroneck, NY                            per fee schedule

              Precision Health; Staten Island, NY                                                        per fee schedule


NOTE: Patient Care Associates received a total average score of 95 and Precision Health received a total average score of 87 out of 100 points from the Review Committee. 

WHEREAS, Patient Care Associates, Inc., 141 Halstead Avenue, Suite 304, Mamaroneck, NY  10543 is qualified to provide the services of the type and nature to carry out the aforesaid services; and

WHEREAS, the maximum contract award amount is $15,000.00; and

WHEREAS, no amount will be encumbered until such time as good or services are ordered; and

WHEREAS, the Purchasing Agent and/or CFO/Treasurer upon approving the release of a purchase order shall ascertain that there are available sufficient uncommitted appropriations to provide payment; and

WHEREAS,  the purchase order will encumber appropriate account numbers as determined by the CFO/Treasurer at the time the purchase order is created in an amount(s) not to exceed the maximum contract award of $15,000.00 in the aggregate; and

WHEREAS, the Local Public Contracts Law (N.J.S.A. 40:11-1 et seq.) requires that the resolution authorize the award of contract for “Professional Services” without competitive bids and the contract itself must be available for public inspection;


1.              That the Director and Clerk of this Board are hereby authorized and directed to enter into an open-ended professional services contract with Patient Care Associates, Inc. to perform the aforesaid services and to be compensated in accordance with the fee schedule set forth in said contract for the contract period November 1, 2017 through October 31, 2018 and the County has the sole option to renew said contract for two (2) additional one (1) year terms.  Said contract shall be contingent upon appropriation of sufficient funds in the 2018, 2019 and 2020 temporary and/or permanent Budgets.

2.              That the engagement of Patient Care Associates, Inc. is exempt from public bidding as a professional service under N.J.S.A. 40A:11-5.1 (a) (i)

4.              Notice of the Resolution shall be published in the designated official newspapers as required by law within ten (10) days of passage.

Passed and adopted at a regular meeting of the Board of Chosen Freeholders held at the Cumberland County Administration Building, 164 West Broad Street in Bridgeton, New Jersey on Tuesday, October 24, 2017 at 6:00 p.m., prevailing time.
