              WHEREAS, this Board duly received and opened bids for Court reporting, stenographic and transcription services for the County of Cumberland and the Cumberland County Cooperative Contract Purchasing System Identifier #181-CCCCPS; and

              WHEREAS, bids were received as follows:

*NOTE:  The Resolution should authorize the Re-Submission of this Bid for Contract #2 as the Bid Specifications were for Contract #1 and Contract #2.  This Award is for Contract #1 only.  As such, Contract #2 needs to be re-bid as both bids for Contract #2 were rejected.


*NOTE: The bid submitted by A&A Court Reporting & Video has been rejected because they did not acknowledge Addendum #1 to the bid on their Acknowledgement of Addenda which is an automatic rejection in accordance with N.J.S.A. 40A:11-23.2e. The bid submitted by Zanaras Reporting & Video has been declared to be non-responsive and rejected because responses were not provided for every question in the Bid Document resulting in an incomplete bid.

WHEREAS, the Director of Purchasing has reported that Ubiqus Reporting, Inc., 61 Broadway, Suite 1400, New York, NY  10006 was the lowest responsive, responsible bidder; and

WHEREAS, the maximum contract award amount is $20,895.00; and

WHEREAS, no amount will be encumbered until such time as good or services are ordered; and

WHEREAS, the Purchasing Agent and/or CFO/Treasurer upon approving the release of a purchase order shall ascertain that there are available sufficient uncommitted appropriations to provide payment; and

WHEREAS,  the purchase order will encumber appropriate account numbers as determined by the CFO/Treasurer at the time the purchase order is created in an amount(s) not to exceed the maximum contract award of $20,895.00.00 in the aggregate.


1.              That this Board hereby recommends an open-ended contract be awarded to Ubiqus Reporting, Inc. in accordance with the specifications and the bid of the contractor in the amount of $20,895.00 for the contract period November 1, 2017 through October 31, 2018 and the County shall have the option to renew said contract for two (2) additional one (1) year terms.

2.              That, additionally, Ubiqus Reporting, Inc. shall be declared the winning bidder for the Cumberland County Cooperative Contract Purchasing System Identifier #181-CCCCPS.

3.              That the proper officers of this Board are hereby authorized and directed to execute the contract hereby awarded.

Passed and adopted at a regular meeting of the Board of Chosen Freeholders held at the Cumberland County Administration Building, 164 West Broad Street in Bridgeton, New Jersey on Tuesday, October 24, 2017 at 6:00 p.m., prevailing time.
